This executive position is tailored for a highly accomplished project controls expert residing in Qatar who possesses extensive hands-on experience directing project controls within Ashghal program structures and consultancy environments.

The core responsibilities of this position center on establishing, directing, and auditing integrated project controls systems across assigned Ashghal infrastructure portfolios. Daily activities include overseeing master baseline schedules, monitoring cost breakdown structures, performing Earned Value Analysis, and forecasting schedule variance and cost performance indices. The Senior Project Controls Specialist will audit contractor baseline submittals, assess extension of time delay claims using forensic scheduling techniques, implement quantitative risk-cost integrations, lead monthly progress performance reviews, and prepare executive dashboard reports for Ashghal leadership and program directors.

Candidates applying for this role must demonstrate 20 or more years of post-qualification experience in project controls, planning, scheduling, and cost engineering within the civil infrastructure or mega-construction sectors. A Bachelor’s or Master’s degree in Civil Engineering, Construction Management, Project Management, or a related discipline is preferred. Direct prior experience working on Ashghal projects within an engineering consultancy environment is strictly mandatory. Applicants must currently reside in Qatar with valid in-country residency to qualify for selection and demonstrate master-level proficiency in Primavera P6, EVM frameworks, and complex delay analysis methodologies.
