Position Overview

We are seeking an experienced Senior Health, Safety, and Environmental (HSE) Engineer to oversee and implement comprehensive HSE programs for onshore oil and gas operations. The ideal candidate will have extensive experience in developing and maintaining safety protocols while ensuring compliance with international standards and local regulations.

Key Responsibilities

Lead the development, implementation, and monitoring of HSE management systems and procedures while ensuring alignment with international standards (ISO 45001, 14001) and local regulations

Conduct regular site inspections, safety audits, and risk assessments of onshore facilities while identifying potential hazards and implementing preventive measures

Investigate incidents, accidents, and near-misses while preparing detailed reports and recommending corrective actions to prevent recurrence

Develop and deliver HSE training programs for employees and contractors while maintaining training records and ensuring compliance with certification requirements

Manage the permit-to-work system and ensure proper implementation of safety procedures for high-risk activities

Technical Responsibilities

Oversee implementation of Process Safety Management (PSM) systems

Monitor and evaluate environmental impact assessments

Conduct HAZOP and HAZID studies

Maintain emergency response and crisis management plans

Ensure compliance with waste management regulations

Required Qualifications

Bachelor's degree in Engineering, preferably in Safety Engineering, Chemical Engineering, or related field

Minimum 8-10 years of HSE experience, with at least 5 years specifically in onshore oil and gas operations

NEBOSH International General Certificate or equivalent

Advanced certification in Process Safety Management

Strong knowledge of UAE HSE regulations and international standards

Technical Skills

Proficiency in HSE management systems and software

Experience with risk assessment tools and methodologies

Knowledge of process safety engineering principles

Understanding of environmental management systems

Expertise in incident investigation techniques

Required Certifications

NEBOSH/IOSH certification

First Aid certification

Fire Safety certification

Lead Auditor certification (ISO 45001/14001)

Additional relevant HSE certifications

Additional Requirements

Valid UAE driving license

Ability to work in high-temperature environments
