Primary Objective:

The Safety Engineer (Project HSE Advisor II) is responsible for coordinating the implementation of KOC PMC Safety policies, HSE Management System, and Project-specific HSE Management Plans. The role ensures compliance with relevant HSE legislation, KOC HSE requirements, and develops project-specific HSE management systems.

Specific Accountabilities:

Monitor the EPC contractor's HSE Management System, providing advice and assistance to ensure consistent compliance and reduce risks to project employees and the environment.

Oversee the development, implementation, and maintenance of project-specific Risk Management Plans by EPC contractors.

Advise EPC contractor management on HSE issues, interpreting KOC policies and statutory requirements.

Maintain statistical data related to health and safety, using it to develop further safety activities and identify trends.

Ensure compliance with Kuwait legislative requirements, communicating changes effectively to PMC and EPC managers and employees.

Review and advise on changes to EPC contractor Safety Management Systems.

Establish professional relationships with KOC, regulatory bodies, and EPC contractors to uphold WorleyParsons' professional image.

Conduct regular site visits to maintain awareness and interest in HSE, deliver safety talks and training sessions, and promote safe work practices.

Other Key Activities Include (but not limited to):

Implementing safety measures and ensuring safe work practices are promoted and maintained on-site.

Implementing and maintaining a quality safety observation program, ensuring follow-up on findings.

Assisting EPC contractor management in hazard identification, planning, and organizing work for a safe environment.

Developing and revising specific site safety programs in collaboration with EPC subcontractors and site management.

Conducting regular inspections of work areas, preparing reports, and disseminating safety information throughout the workplace.

Assisting in accident investigations and reporting, implementing safety initiatives to improve safety performance continually.

Requirements:

Qualifications:

Bachelor's Degree in Engineering (Mechanical, Chemical, Petroleum, Fire & Safety, Environment, Production, Industrial, Electrical, Instrumentation, or Civil).

Minimum years of total post-graduation experience (specific years required).

Minimum years of Oil & Gas post-graduation experience (specific years required).

Minimum years of experience as a Safety/HSE Engineer (specific years required).

Practical experience with HSE management systems, reporting, and audit procedures.

Ability to develop, update, and maintain in-house procedures.

Familiarity with local and international safety standards and norms.

Practical experience in design, construction, commissioning, and maintenance aspects of oil & gas installations.
