Position Overview

We are seeking an experienced Health, Safety, and Environment (HSE) Officer for our Oil & Gas operations in RLIC, Qatar. The ideal candidate will have extensive experience in implementing and maintaining HSE systems, with particular emphasis on MEP (Mechanical, Electrical, and Plumbing) operations within the Oil & Gas sector.

Essential Qualifications

Bachelor's degree in Environmental Science, Engineering, or related field

NEBOSH International General Certificate or NEBOSH International Technical Certificate in Oil and Gas Operational Safety

IOSH Managing Safely certification

Additional internationally recognized HSE certifications

Minimum 6 years of relevant HSE experience in Oil & Gas industry

Strong MEP (Mechanical, Electrical, Plumbing) background

Previous experience in Qatar Oil & Gas sector preferred

Fluent in English (written and verbal); Arabic language skills advantageous

Key Responsibilities

Safety Management

Implement and maintain comprehensive HSE management systems

Conduct regular safety inspections and audits of facilities and operations

Investigate incidents, accidents, and near-misses, providing detailed reports and corrective actions

Develop and review Risk Assessments and Method Statements (RAMS)

Monitor compliance with Qatar safety regulations and international standards

Oversee permit-to-work systems and ensure proper implementation

Training and Development

Conduct HSE training sessions and toolbox talks

Develop safety awareness programs and campaigns

Maintain training records and certification tracking

Lead emergency response drills and exercises

MEP Safety Oversight

Supervise safety aspects of MEP operations and maintenance

Ensure compliance with electrical safety standards

Monitor pressure systems and pipeline safety

Oversee confined space entry procedures

Implement Lock Out/Tag Out (LOTO) procedures

Documentation and Reporting

Prepare daily, weekly, and monthly HSE reports

Maintain HSE documentation and records

Track and report HSE KPIs

Document safety meetings and committee proceedings

Prepare incident investigation reports

Compliance and Standards

Ensure compliance with Qatar Labor Law

Maintain adherence to international HSE standards (ISO 45001, 14001)

Keep updated with industry best practices and regulations

Liaise with regulatory authorities and external auditors

Required Skills & Competencies

Strong knowledge of Oil & Gas industry safety protocols

Extensive experience with MEP systems and associated risks

Proficient in HSE management software and MS Office

Excellent analytical and problem-solving abilities

Strong communication and interpersonal skills

Ability to work in high-pressure environments

Leadership and team management capabilities

Physical Requirements

Ability to work in extreme weather conditions

Capable of wearing PPE for extended periods

Physical fitness for site inspections and emergency response

Ability to climb ladders and work at heights when required

Additional Requirements

Available to join immediately

Valid Qatar driving license

Valid residence permit or ability to transfer sponsorship

Ability to work extended hours when required

Willingness to work in emergency situations
