Job Description

As the HSE Manager for a prestigious large-scale real estate facility managed by CG Resourcing in Saudi Arabia, you will be responsible for overseeing all aspects of Health, Safety, and Environmental (HSE) management. Your role will involve implementing and managing Quality, Health, Safety, and Environmental (QHSE) standards across the facility, advising the client, conducting audits, and ensuring compliance with HSE policies and procedures by all subcontractors.

Roles & Responsibilities:

Implementation of HSE Policies and Procedures:

Develop, implement, and maintain HSE policies, procedures, and guidelines across the facility. Ensure that these are in line with local regulations, industry standards, and the company’s QHSE management system.

Regularly review and update HSE documentation to ensure its relevance and applicability to the operations at the facility.

Advise management and clients on the implementation and enforcement of HSE policies to ensure a safe working environment.

HSE Audits and Compliance:

Conduct regular HSE audits to assess compliance with company policies, legal requirements, and industry best practices. Identify non-compliance issues, potential hazards, and areas for improvement.

Develop and implement corrective action plans to address any deficiencies identified during audits. Ensure that all corrective actions are completed in a timely manner.

Monitor subcontractors to ensure their adherence to HSE requirements and report any deviations to the appropriate parties.

Risk Management and Hazard Identification:

Perform risk assessments to identify potential hazards and evaluate the risk associated with various tasks and activities within the facility.

Implement control measures to mitigate identified risks and prevent accidents or incidents. Regularly review the effectiveness of these controls and make adjustments as necessary.

Develop and implement emergency response plans to deal with potential incidents, ensuring that all personnel are trained and prepared to respond effectively in an emergency.

Training and Development:

Design and deliver HSE training programs for all levels of staff, including management, to raise awareness of safety practices and promote a culture of safety within the organization.

Ensure that all employees and subcontractors receive appropriate HSE training relevant to their roles and responsibilities.

Regularly evaluate the effectiveness of training programs and update them as needed to reflect changes in legislation, technology, or operational practices.

Incident Investigation and Reporting:

Lead investigations into HSE incidents, accidents, and near misses to determine the root causes and prevent future occurrences. This includes gathering evidence, interviewing witnesses, and compiling comprehensive investigation reports.

Ensure that all incidents are reported in line with company procedures and legal requirements. Maintain accurate records of all incidents, investigations, and corrective actions.

Communicate findings from incident investigations to management and provide recommendations for improvements to prevent recurrence.

Client and Stakeholder Communication:

Act as the primary point of contact for HSE matters with clients, ensuring that their expectations are met and that they are kept informed of HSE performance at the facility.

Provide regular HSE reports to clients and management, highlighting key performance indicators, audit results, incident statistics, and areas for improvement.

Collaborate with clients and other stakeholders to develop and implement HSE initiatives that align with the overall goals of the project.

Management of HSE Resources:

Ensure that adequate resources are available to implement and maintain HSE programs, including personnel, equipment, and materials.

Oversee the selection and management of external HSE consultants or contractors as needed to support HSE activities.

Regularly review the allocation of resources to ensure that they are being used effectively and efficiently to achieve HSE objectives.

Continuous Improvement:

Drive continuous improvement in HSE performance by identifying opportunities for enhancement and implementing best practices across the facility.

Stay updated on the latest developments in HSE legislation, technology, and industry standards, and incorporate these into the facility’s HSE management system.

Encourage a culture of proactive safety management, where all employees are engaged in identifying and mitigating risks.

Desired Candidate Profile:

Education: A degree or diploma in a relevant field such as Occupational Health and Safety, Environmental Science, or Engineering.

Experience: A minimum of 10 years of experience managing Quality, Health, Safety, and Environmental (QHSE) standards in large-scale Facilities Management projects.

Certifications: NEBOSH Diploma or equivalent HSE qualification is highly desirable. Familiarity with ISO 14001 (Environmental Management), ISO 9001 (Quality Management), and ISO 45001 (Occupational Health and Safety Management) standards is required.

Skills and Abilities:

Proven track record of successfully managing HSE programs in a facilities management environment.

Strong leadership and communication skills, with the ability to influence and motivate others to achieve HSE objectives.

Excellent problem-solving abilities, with the capacity to analyze complex situations and develop effective solutions.

Ability to work in a remote location and manage HSE operations on a single status basis.

Fluent in English; proficiency in Arabic is an advantage.
