Role Overview – Thuraya Turnkey Projects LLC is expanding its operations in Dubai and is hiring a talented HR Specialist & Business Development Professional to join their growing team on a full-time, on-site basis. This position is based in Dubai and is ideal for dynamic professionals who are passionate about human resources and business growth, thrive in fast-paced environments, and want to contribute to the success of a rapidly expanding organization in the construction and fit-out industry.

Human Resources Management – You will oversee and manage comprehensive HR functions to support the company's growing workforce. Your responsibilities include end-to-end recruitment processes, conducting interviews, employee onboarding and orientation, maintaining personnel records, implementing HR policies and procedures, managing employee relations, handling performance evaluations, addressing workplace issues, and ensuring compliance with UAE labor laws and regulations.

Business Development & Growth Initiatives – You will actively drive business development efforts to expand the company's client base and market presence in Dubai. Your responsibilities include identifying new business opportunities, conducting market research and competitor analysis, building and maintaining relationships with potential clients, preparing business proposals and presentations, attending networking events, and collaborating with management to develop and execute strategic growth plans.

Client Relationship & Stakeholder Engagement – You will serve as a key point of contact for both internal team members and external clients, ensuring smooth communication and strong professional relationships. This includes maintaining ongoing client relationships, understanding client needs and expectations, coordinating between departments, supporting sales and marketing initiatives, and representing Thuraya Turnkey Projects professionally to enhance the company's reputation in the Dubai market.

Experience Required – Relevant professional experience in human resources management, business development, or a combination of both is required. You should have a proven track record in recruitment, employee management, and client acquisition, preferably within the construction, real estate, or fit-out industry in the UAE. Experience working in Dubai or familiarity with the UAE business environment and labor regulations is highly valuable.

HR & Business Development Skills – Strong knowledge of HR best practices, recruitment strategies, employee engagement techniques, and UAE labor law is essential. Excellent business development skills including lead generation, client relationship management, proposal writing, and negotiation abilities are required. You should be proficient in using HRMS software, CRM tools, and Microsoft Office Suite to manage HR operations and track business development activities effectively.

Professional & Interpersonal Qualities – Exceptional communication skills (both written and verbal in English; Arabic is a plus), strong interpersonal abilities, excellent organizational and multitasking capabilities, and a proactive, self-motivated approach are essential. You should be results-driven, adaptable to changing priorities, possess strong problem-solving skills, and demonstrate a genuine passion for both people management and business growth with the ability to balance dual responsibilities effectively.
