Position Objective:
The Human Resources Department, under the Vice President and Chief Administrative Officer, is responsible for effectively managing and optimizing the organization's workforce to achieve its strategic goals and objectives. Reporting to the Director General, Human Resources, the Chief, HR Centre of Expertise will lead the HR Centers of Expertise (CoEs) Division. Together with the Director General of HR, this position will execute the HR vision and strategy for the Bank, focusing on areas such as talent acquisition, talent management, compensation and benefits, learning and development, performance management, HR systems, HR policies and governance, and overall HR operations.
Purpose (Integrate/Transform):
Develop and improve HR strategies, policies, and tactics in alignment with the Bank’s vision and business unit strategies.
Create an effective platform of Human Resources services that align with business needs and the institutional mission.
Ensure consistent delivery of Human Resources services in accordance with standards and program metrics.
Engagement (Empower/Compel):
Empower team members to innovate within Human Resources to advance the program and distinguish the Bank.
Develop staff development, team organization, and mentorship plans to strengthen HR’s capacity.
Build collaborative relationships across stakeholders to enhance capacity and deliver quality outputs.
Represent Human Resources to internal and external stakeholders, building NDB’s reputation in development finance.
Delivery (Define Programme/Business Line Cycle):
Manage the implementation of HR processes, including talent acquisition, compensation, talent management, performance management, leadership development, and learning and development.
Implement HR processes within the Bank’s specified HR budget, identifying areas for cost optimization.
Configure structures, processes, reward systems, and people practices to support the Bank’s strategy.
Stay updated on HR developments in multilateral development banks, financial institutions, and the private sector, continuously improving HR policies and procedures.
Manage audit and compliance reports, ensuring policy and process adherence across the Bank.
Oversee the day-to-day administrative operations of the HR Department, including payroll, vendor management, and HR documentation.
Administer technology to maximize HR function efficiency and effectiveness.
Develop reports and dashboards to provide insights on HR practices and trends, enabling data-backed decisions on staff retention, engagement, and productivity.
Nurture and coach the HR team to ensure continuous learning and development.
Perform additional duties as assigned by the Director General of HR.
Requirements:
Master’s Degree or equivalent in a relevant professional field from a reputable university.
Minimum of 12 years of relevant professional experience in leading and developing high-performing teams within a multilateral development bank, regulated private sector financial institution, government agency, or large corporate enterprise.
At least 3 years of management experience.
Proven track record of planning, developing, and implementing HR programs, policies, and procedures that align with organizational goals.
Extensive experience in providing leadership and HR expertise across an organization.
In-depth knowledge of key trends in Human Resource Management and technology solutions for innovative HR practices.
Experience in implementing and upgrading HR systems.
