Job Role

The Chief Delivery Officer (CDO) is responsible for leading the development of the organization’s master plan, championing construction planning, execution, and monitoring activities, and supervising the establishment of operations and maintenance functions to ensure development within set timelines, budgets, and quality standards.

Client Description

The client is a real estate public development entity and one of Riyadh's four major projects under Vision 2030.

Functional Accountabilities

Review and approve overall master planning to ensure alignment with the organization's strategy, aspirations, potential opportunities, and departmental needs.

Recommend updates and improvements to master plans and liaise with development authorities and internal/external parties.

Provide expert advice when developing and implementing HSE policies, procedures, and standards to align with national and international requirements.

Review and validate procurement and development contracts to ensure alignment with the company’s overarching strategy and objectives.

Ensure the development of detailed master plans for each project with phasing plans and plot packages to initiate the design development stage.

Validate project plans, including timelines, milestones, budgets, schedules, and project deliverables for tracking purposes.

Lead the identification and development of commercial opportunities for venues and assets to maximize return on investments.

Approve bid evaluation results for selected vendors/contractors ensuring optimal selection and alignment with pre-set standards.

Ensure logistics and purchasing needs are handled to guarantee successful project execution within budget and timeline.

Resolve identified issues in project delivery, such as delays, budget deviations, and non-compliance to drive project progress and maintain pre-set plans and schedules.

Identify variation orders with significant impact on projects, lead negotiations with contractors to resolve them, and ensure all changes are reflected in contracts, budgets, and timelines.

Managerial Accountabilities

Actively contribute to the development and refinement of the organization’s vision, strategy, and objectives as a member of the executive management.

Lead the translation of overarching strategy into a functional strategy, business plan, and targets, and monitor performance to support strategic objectives.

Direct the preparation and consolidation of the functional budget and monitor financial performance versus the budget to identify areas of unsatisfactory performance and capitalize on potential improvement opportunities.

Provide strategic direction for developing and implementing functional policies, procedures, and controls to ensure activities align with relevant laws and regulations while delivering quality, cost-effective service.

Present regular and ad-hoc management reports to leadership, provide recommendations to the CEO on new opportunities, highlight critical issues and challenges, and provide strategic insights for effective decision-making.

Provide overall direction for the effective achievement of functional objectives through leadership, setting individual objectives, managing performance, developing, and motivating the team, and providing guidance to maximize performance and improve operational excellence and productivity.

Requirements

Bachelor's degree in Engineering, Construction Management, or a related field (Master’s Degree Preferred).

Minimum of 15 years of relevant experience, with 8 years in a managerial role.
